Unless a shop has a sign that says “Fixed Price”, everything is negotiable. I cannot tell you how many times me or my wife have seen things we wanted to buy that after negotiating and even walking away couple of times dropped a huge amount in price.The key to this is to understand that people like negotiating and that it is part of the culture.Another thing to understand is that the sellers want to make a sale so they will most often work with you.
Having said that, they are also trying to make a living so there will be a limit to what they will do. The nice thing about Old Delhi and so many other places, is that you can often find something at another shop if you don’t get the price you want at a particular shop.
One last piece advice, and I learned this from an Indian friend, is that you should never pull out any money until the deal is done. If you show a lot of cash, you might find they are much less willing to work with you.
